Methods of Transferring Vehicle Ownership
Transferor’s Responsibilities: When transferring vehicle ownership, the transferor must notify the relevant RTO by submitting Form 29, available on the Parivahan website. This form should be submitted to the RTO where the vehicle is originally registered.
Transferee’s Application for Transfer:
Same-State Transfer: If the vehicle transfer occurs within the same state, the transferee must apply for the ownership transfer within 14 days, using Form 30, submitted to the local RTO.
Interstate Transfer: For vehicles transferred to another state, the transferee has 45 days to submit Form 30 to the respective RTO.
Required Fees and Taxes: Applicable fees and taxes must be paid as per Rule 81 of the Central Motor Vehicle Rules, 1989.
Documents Needed for Ownership Transfer in Case of Sale:
Form 29
Form 30
Registration Certificate (RC)
Insurance Certificate copy
PUC (Pollution Under Control) Certificate
PAN Card for both seller and buyer, or Form 60
Chassis and Engine pencil print
Proof of purchaser’s date of birth
Address proof
Passport-size photograph
Tax Clearance Certificate
Additional for Interstate Transfers: No Objection Certificate (NOC) from the original RTO.

Consumer Protection Act, 2019: Applies to non-commercial, personal-use vehicle sales.
